• Operators of over-the-road vehicles such as haul trucks and water trucks must possess a valid commercial driver’s license (CDL) if a CDL is normally required when operating such vehicles on public roads. • Eating, drinking, smoking and use of personal cellular telephones and radios are prohibited when operating construction equipment in active work areas. • Construction equipment operators shall have the experience, skills and knowledge to safely operate the equipment to be used. • Construction equipment used for demolition or materials handling shall be equipped with demolition cage, wire screen, or equivalent structures to prevent materials or debris from breaking cab windows where the potential for window breakage hazards exists. Construction equipment shall be equipped with operable audible backup indicators. • Personnel in areas in which heavy equipment is being operated shall wear high visibility (e.g., orange) traffic safety vests and make eye contact with the operator before approaching. • Employees shall only be transported in vehicles meeting the requirements of 49 CFR 571. Vehicles used to transport personnel shall have seats firmly secured and adequate for the number of employees to be carried. Seat belts and anchorages meeting the requirements of 49 CFR 571 shall be installed in all motor vehicles.

3.7 WORKING FROM ELEVATED SURFACES/STRUCTURES

On hundred percent (100%) fall protection in accordance with 29 CFR 1926 Subpart M is required. Personnel may be required to work on elevated structures to access Ground Zero areas and peripheral locations to inspect and/or conduct analyses of damaged structures. Others may be required to work at elevated heights during demolition of certain areas within a work Zone. These elevated structures may include ladders, scaffolding, scissors lifts, elevating/rotating boom lifts (aerial work platforms), man baskets, etc. Also, cleanup work may require personnel to access and survey roof areas and other elevated structures of buildings adjacent to the WTC Complex. These areas may not offer tested tie-off locations for fall protection. There are also a number of obstacles located on the various roof levels (e.g., air handlers, compressors, piping, vent stacks, etc.).

Aerial lifts shall be operated in accordance with the requirements of 29 CFR 1926.453 and manufacturers recommendations. All aerial lifts shall be inspected prior to use. Documentation of inspections shall be available upon request.

3.8 ELECTRICAL SAFETY

All electrical equipment including extension cords, generators, electrical power tools, light plants, temporary lighting, etc. shall be used, maintained, and inspected in accordance with 29 CFR 1926 Subpart K.

In addition, all construction zone 110 volt outlets shall be equipped with GFCI protection.
