WTC lOINT INCIDENT COMMAND SUMMARY 12/21/01 Prepared b/ P. Vazquez
Several issues came up at today's Joint FDNY/DDC Ground Zero Incident Command meeting, held at 3 World Financial Center at 0900 hours, which I would like to bring to your attention. They are as follows:
Haz-Mat Issues: The contractors were informed today that any drums or cylinders found in the pile will be immediately reported to the FDNY Command Post. EPA will then examine the suspect containers so they may removed by the EPA emergency contractor. A Hazardous Material Incident Response Plan is being drafted by the WTC Safety Committee and will be available the week ending 12/28/01.
NYSDOT Issues: As of 12/26/01 1 lane of traffic will be open to buses only, within the perimeter on Church Street. ' NYSDOT is in the process of expediting the Opening of 2 lanes of traffic, one in each direction , on the southbound side of West Street. This is expected to take place in January 2002.
Contractor Issues: WTC Building 6 was taken down yesterday, 12/20/01. Repairs to the Amex building will be completed by 12/31/01. A holiday schedule will be implemented beginning 12/24/01 at 1900 hours to 0700 hours on 12/26/01. There will be no debris removal offsite, pier operations will be shutdown at the barge, and a skeleton crew will be operating 2 grapplers on the pile.
FDNY Issue: The FDNY West Command Center located on the southwest corner of West stVesey Street is currently on top of the access for a tide gate. FDNY is working with NYSDOT to move the Command Post to a position on West Street which will not impede the reopening of West Street to traffic. The expect the Command Post to be moved no later than 01 /04/02.
All Agencies: All confined space entries made within the Ground Zero perimeter must be reported to the Fire Department Command Post before any entries are made.
