2.5.4 Landfill Operations

Section 2.5.1 also applies to potential ACM at the disposal site. Dust protection measure outlined in the Dust Protection Plan should also be used.

2.6 LEAD

Steel and other building substrates have been determined to either contain lead, or be covered with lead containing protective coatings. Contractors performing operations such as, but not limited to, welding, torch cutting, torch burning, etc., may expose workers to lead in excess of the OSHA permissible exposure limit. Contractors performing such operations shall comply with t he O SHA 1 ead s tandard 1926.62. U ntil a ne gative e xposure a ssessment is m ade, at a minimum, contractors shall provide the following:

• Designation of the area within 25 feet of the rubble pile as a regulated area • Engineering and work practice controls • Written Lead Compliance Program • Respiratory protection (including a respiratory protection program) • Protective work clothing and equipment • Proper housekeeping practices • Hygiene facilities and practices (including shower facilities, change rooms, etc.) • Medical surveillance • Employee training

In the event a negative exposure assessment is made by any contractor, the DDC safety office shall be notified within 24 hours of such an assessment. Whenever there is a change of equipment, process, control, personnel or a new task has been initiated that may result in employees being exposed to lead above the action level or PEL, the employer shall conduct additional monitoring as required by 29 CFR 1926.62.

2.7 MEDICAL SURVEILLANCE

All personnel working at the WTC Emergency project are expected to be medically qualified to participate in the task. Medical qualification will be determined by the responsible medical officer for the employer. Employees participating in lead or asbestos work will follow OSHA requirements. Personnel using respirators shall be medically evaluated by a Licensed Health Care Professional on an annual basis.

In the event of a chemical exposure or injury involving hazardous or contaminated materials, the injured worker will require evaluation by a Health Care Professional. Additional monitoring will be at the discretion of the Medical Officer for the employer.
