Interagency Environmental Coordination Meeting 9/15/01 2-4pm Present: NYCDEP, NYSDOH, NYSDEC, EPA-QAQPS, EPA ERT, Bechtel, NYCDOT, NYSDOL, Con Ed -

Summary of Recent Laboratory Results 1. DEP-1 hr. PCM results from 9:30 pm on 9/14/01: 2 out of9 samples just over community clearance levels but below OSHA levels. As a result, boundaries for required respirators fro workers were moved: Northern boundary from Worth to Warren, eastern boundary from Nassau to Broadway; Southern (Exchange to Thames) and Western (Hudson River) remain as previously defined.

2. EPA: Fixed site monitors set up. J. Leighton to redo ambient air sampling plan based on new map now that exact sites have been determined. Samples picked up this morning. Results not yet available. EPA requested to analyze any samples as soon as they are picked up.

Other Sampling Issues Freon: DEP has a freon monitor with a 2 foot hose. Need an 80-90 foot hose to feed down shaft to obtain gas samples closer to tanks/coolers. DEP will coordinate with other agencies to obtain needed equipment.

Oxygen: Oxygen monitors to ·be used in confined spaces.

Combustibles: Con Ed is testing manholes for combustibles.

Particulate Matter: Recommended to obtain ambient PMl 0 samples due to the dust and debris. PMlO determined to be more appropriate than PM 2.5 because particles are likely to be larger~ EPA (Rich Scheffe) to identify sites to locate monitors. JL to accompany R. Scheffe tomorrow to identify potential sites. Sites to be on lower buildings and, if · possible, at street level.
