By the next Working Group meeting, a draft SOW and a “Pros vs Cons” chart of sampling methods will be developed. Total dust will be incorporated into the study.
2. EPA Cleaning Effort • Six scenarios of cleaning techniques are being tested. - The HEPA vacuum that was distributed by FEMA should be included as a scenario. • All attempts are being made to keep analytical and sampling methods consistent with those of the background study. • A proposed list of buildings has been received from NYC.
3. NYC Exterior Cleaning • The legal issues are being resolved concerning entry into the buildings. • After the building owners are notified that their building exterior is scheduled to be cleaned, approximately five days are allotted to receive the signed release forms from them. • Cleaning and air monitoring contractors are in place. • The list of buildings to be exterior-cleaned will be shared with the Working Group. • EPA stated that asbestos debris was found at 150 Franklin Street and it was identified as previously cleaned.
4. Potential Indicator Chemicals (PIC) • PAHs and dioxins have been taken off the air sampling list. • The group is working on clearance levels for silica. • It has been decided that‘K’ factors for correlation will not be used. • Samples will be compared to both background levels and risk levels. • Loading and concentrations will be determined on all PICs during the pilot study.
5. FEMA Submission • There is a meeting scheduled with FEMA on the afternoon of April 25th.
6. Peer Review • Informal peer review is ongoing and encouraged. Final concensus on the formal peer review process has not been reached.
7. Recommendations for Air Conditioners • A draft fact sheet has been developed and will be shared with the Working Group.
8. NYC Database • NYC expects to have a draft of the database ready for the federal agencies to review on April 26th.
