Uniform guidance has been given to everyone to continue cleaning. The re-sampling protocol should be the same as that used during the initial sampling. New York City’s role in this study will be worked out today after this meeting.
Backgroimd Study - Percent volume data will also be collected. The additional data would be useful for all COC. - EPA contractors will be used for sample collection and analysis. - EPA anticipates that three to six months will be needed to complete both phases of this effort.
EPA Cleaning Protocol Effort — The protocol will be to clean different apartments at different levels. The preliminary protocol will be available by April 5“'. - On first cut, 66 samples per apartment would be needed for analysis. This number will be cut back. - Cleaning activities are still being performed which may not leave any uncleaned buildings for this study. If so, should consider going into apartments not yet re-occupied since 9/11. - A building located at 30 West Broadway may still be uncleaned and should be used in the study. — HV AC-equipped buildings should be analyzed but if not possible now, a follow-up study would be performed.
** A time line and critical path should be established for all of the studies.
2. Exterior Cleaning Update - NYCDEP • The exterior cleaning pre-bidders’ conference was held on April 3'“*. Bids are due on April 10* and 11*. NYCDEP anticipates the work starting one week after award. • The air monitoring contract has been awarded. • The exit strategy will be based upon visual inspection. • NYCDEP would like involved agencies to visit the sites during clean-up. • The clean-up effort will not end with the initial buildings. From Pearl Street to the river and other building not previously inspected will be included in the clean up effort if needed. • Clean-up of buildings in Brooklyn will be performed as requested by owners and residents.

Chemicals of Concern • To date, the COC list remains unchanged. • The workgroup has not reached consensus on the approach to lead and PAHs. • Background data is still a concern. • The approach to the building materials in settled dust still needs to be worked out. • There is insufficient data available for dioxin. • A qualitative approach would be used for mold.
