Although consultants and contractors are asking for clean-up levels, risk management decisions cannot be made until the studies are completed.

2. EPA Background Study • The decision was made to use 14 buildings. • EPA had discussions with FEMA to justify the need and priorities of the study • A draft statement-of-work will be available next week so bid solicitation can begin. • Dore LaPosta will verify if the financial paper work was submitted to FEMA by the Region 2 finance office.

3. EPA Cleaning Effort • Bulk samples were collected from 110 Liberty Street. - results expected next week - expect the results to help with finalization of the cleaning protocol • Will be going back to 110 Liberty Street on April 12“’ - will also look for HVAC systems - will have access agreements • Previously cleaned buildings will also be sampled. • 110 Liberty Street has mix of clean and dirty spaces as well as occupied and unoccupied. • The cleaning contractor is on stand-by. • The issue of asbestos handling certification of the contractors needs to be worked out with OSHA. - NYCDEP asbestos removal regulations need to be considered.

4. NYC Database Review • Goal is to establish one WTC database. • There will be a meeting on April 18“’, the results of which will be shared with the group. • According to NYC’s legal department, there is no limitation on how much detail is provided. • The database will include every building in lower Manhattan. • The NYC Board of Education is sampling the schools near ground zero daily and can supply their data. • Funding was requested from FEMA.

5. NYC Exterior Cleaning • Bids are being opened today, April 11*.
