Over 1,000 buildings have been inspected. There still remains approximately 250 buildings that will require exterior cleaning. Some building owners have not yet provided licensing agreements. - NYC, by law, can collect samples in the building without the owner’s approval. However, if a sample returns a positive result, the owner is required to clean the building at his own expense. The contractors are anticipated to start work during the week of June 3"*.

6. NYC Database • It is not clear if FEMA will be funding this effort. NYC will double check. • NYC will consider linking the NYC data with the EPA databases.

7. New EPA Contacts • Ray Basso will be the lead on the short term cleaning effort. • Dick Stapleton will be the EPA hotline contact.

8. Recommendations for HVAC Cleaning • NYC is working on a SOW. • Reimbursement for the replacement of window units is still being considered. Alternative funding sources are being sought. • NYC and EPA are not yet in agreement on the cleaning procedures for the fact sheet.

9. Background Study • Comments have been received on the draft SOW. • The replication of wipe samples will be addressed with the QC samples. • A representative of the Environmental Occupational Health Sciences Institute (EOHSI) questioned the use of the ASTM method versus the HUD method. The HUD method will be used for lead wipe sample collection as recommended by Dr. Lioy of EOHSI and as decided by the Working Group. • No formal method is known for the determination of total dust wipe samples. Total dust samples will be weighed in the lab and one sample will be collected per apartment. • Window A/C units and building HVAC units will be wipe sampled. The sampling protocol will be determined.
