Re: Improper Engine Startup on 9/23/99
Dear Ray,
As per your direction, to follow please find a concise report (Job#24536) submitted by Jody
Foley (Russelectric Engineer) to address the above captioned nuisance.
Each ATS was checked for historical data to determine if an ATS transferred or saw a
power outage on 9/23/99, however none was logged. At this time Jody Foley feels ATS 1,
located in the generator room, was the cause of the nuisance engine start due to two factors. One
being ATS 1 ’s time delay setting ( TD 1) had a time delay of 0 seconds. Secondly, an accessory
sensor to sense under/over voltage and under/over frequency was installed. Therefore if there
was a slight power glitch, interruption, spike, whatever...ATS 1 would have sensed it and start
engines.
Jody, has now changed the TD 1 to 3 seconds and removed the acciissory sensor that
caused nuisance startup. To identify future system problems he has installed traps (PLC logic)
in the switchgear to identify the respective ATS causing the problem.
I have further requested that the Panelware processor be able to relay this necessary
information so that an Engineer does not have to inconvenience the building personnel for access
to each ATS to download historical data rather than downloading it from the Panelware in the
generator room. Jody agreed, however he did not have the software with him. We are scheduling
for next week and I will notify you of such date and time.
Please note, we need to get a telephone line installed in the OEM generator room so the
Field Service Engineers can download software to their laptops or even contact the office for
further technical support.
