World Trade Center Emergency Project Environmental, Safety, and Health Plan Draft - Revision A 30 September 2001

1.6.8 Case Management of Potential Injuries or Illnesses

Each contractor is responsible for implementing and maintaining an effective case management program for their employees that addresses potential injuries or illnesses related to work on the project. The goal of the case management program is to ensure that workers receive the appropriate level of care; that injured or ill workers return to normal work duties as soon as possible; that injury or illness records are consistently and accurately maintained; that unnecessary or fraudulent injury or illness cases are avoided; and that the contractor actively seeks to minimize the impact of any incident with respect to recordability, restricted duty, and lost time aspects.

1.7 ENVIRONMENTAL, SAFETY & HEALTH MEETINGS

1.7.1 Daily ES&H Meetings

Contractors shall conduct daily “tailgate” ES&H meetings with each work crew member prior to the start of each work shift or when the individual arrives at work. The meeting shall include a discussion of the planned work activities and periodic special ES&H topics of interest to site personnel. In addition, the following items shall also be discussed as appropriate: • Necessary training requirements and site work rules • Changes in work practices or environmental conditions • Precautions or safe work practices related to the day’s site activities • New or modified site-wide procedures or requirements • Incident alerts provided by the Project

Documentation of daily ES&H meetings shall be maintained by each contractor and made available for inspection by the Project.

1.7.2 Shift ES&H Turnover

As long as multiple shift operations are being conducted ES&H personnel schedules will allow for a shift turnover to ensure critical issues are effectively communicated at each shift change.

1.7.3 Twice-Weekly (Minimum) Contractor ES&H Meeting

Each on-site Contractor is required to attend the Project Contractor ES&H Meeting to be held a minimum of two times per week. The purpose of this meeting is to provide a forum for the exchange of ES&H-related information on a site-wide basis. It is expected that the contractor will be represented by their Site Manager, Site Superintendent, or equivalent operations management representative in addition to the ES&H supervisor.

1.7.4 Environmental Coordination Meeting
