SEPTEMBER 15,2001: 2PM UPDATE
PLAN FOR DERELICT VEHICLE REMOVAL (GROUND ZERO): FDC
Chapin and Mike Gilsenan have discussed the methodology for the removal of the
vehicles from ground zero. The plan is as follows:
1. EPA will supply a HEPA vac for as long as is needed
2. MTA will supply power washer
3. Vehicles will be funneled through a central point where vacuuming and
washing will take place.
4. Vehicles will be towed to a location underneath the Manhattan Bridge.
Agencies involved need to coordinate through OEM.
FREON GAS EMISSION: BEC staff, EPA and others were meeting at 2PM
today to discuss Freon gas emissions emanating from a shaft at ground zero.
DEP’s equipment does not have sufficient length to properly monitor the site.
EPA has been asked to perform the monitoring.
DEPARTMENT OF HEALTH PUBLIC HEALTH ADVISORY: EEC’s As
bestos Unit has been contacted by DOH and asked to comment on their Public
Health Advisory regarding the reoccupation of commercial and residential build
ings. Asbestos has made some changes (see attachments).
HEPA VAC. FINANCIAL DISTRICT UPDATE: Update on the HEPA vacu
uming of financial distrit streets and sidewalks. The vacuuming is progressing
well. One problem area is located at Cedar and Trinity Streets. There are cables
in the streets interfering with the process, these cables are providing services to a
temporary morgue. The contractor will go back to the area later today.
