Greenwich to Bdway between chambers and Murray

Cleanup work continues to be conducted in the area fi'om Greenwich to Broadway, between Chambers and Murray. Air monitoring was conducted in this area in an effort to move the site perimeter fi'om chambers to murray. Four air samples were taken in the proposed area each day. Indoor air monitoring indicates it is below clearance levels. Although, it remains inside the site perimeter and outside air has not been cleared, onsite emergency personnel should be able to use this facility.

Other agencies have used TEM Asbestos analysis rather than PCM which is what DEP is using. Because of tins they may feel it appropriate to open an area if TEM structures are below background. The problem with tWs approach is that this is a dynamic location effected by many factors. This approach would work better indoors in an enclosed static environment. 1116 PCM approach looks at the number of fibers in a specific size range rather than asbestos fibers. Therefore this approach errs on the conservative side. Therefore if we can insure that the fiber count remains below .01 fibers/cc we can be assured that there are no exposure and cleanup issues. Because this site is dynamic TEM results might give a false sense of safety since the number of asbestos fibers can change depending which construction vehicles travel through the site. In addition, increased winds which move debri fi-om ground zero onto site fi'om different locations can change asbestos count. Thore is also the consideration of contamination fi'om adjacent areas migrating with rain water. That’s why we believe the key is to sustain that the fiber count stay below the clearance level rather than worry about specific asbestos fiber counts. As
