Oversight and management of sampling and cleanup activities will be accomplished through the use of EPA employees, the US Coast Guard and EPA contractors. Those providing oversight must be familiar with contract language and the specific work activities that will be performed in each residential space. In addition to utilizing checklists of items completed, photo documentation will also be obtained. The areas in which residences will be eligible for assistance will be divided into quadrants in an effort to maximize program management and responsiveness to the residents.

Specific elements of the program are as follows:

A. Hotline Application and Webhosting - Design, maintain and update a website to provide the public with up to date information on the progress of program activities. Develop a web-based application for the Hotline staff to collect information fi-om residents in Lower Manhattan requesting sampling and/or cleaning of their living spaces.

B. Indoor Air Communications, Strategy and Outreach - Develop and implement a community outreach program that will include a host of activities including direct mailings to residents, press releases, issuance of website bulletins, distribution of fact sheets, public meetings and other media publications to inform the public of activities connected with the sampling and cleaning program. Maintain Hotline capable of receiving and recording information provided residents requesting interior sampling and/or cleaning. Distribute results of cleaning activities to residents.

C. Database Management System - Develop and implement a database capable of maintaining information received through the Hotline or Hotline website along with data captured during cleaning, sampling and monitoring activities which will also include photo documentation.

D. Cleaning Oversight Activities - Provide oversight of ongoing cleaning and sampling activities. Oversight will be in the form of performing routine inspections of these activities and working with New York City monitoring and scheduling contractors. Provide photo documentation as necessary. EPA will also provide oversight support for NYC’s exterior building cleaning project.

E. Analytical Services - Provide analytical services for all samples collected during the duration of this program. Post-cleaning sampling will be conducted at all residences for asbestos. In addition, 5% of the residences cleaned (not to exceed 50 per quadrant), pre- and post-sampling will be conducted for target analyte list metals plus mercury.

F. Data Validation - Perform data validation of all data generated during this program.

G. Data/Risk Assessment - Provide analytical results from all activities to risk assessors for evaluation and followup. The National Academy of Medicine will participate in this activity.

H. Summary Reporting - Compile, review and evaluate all information collected and prepare a summary report of all results. The report will include a narrative description of the program and the results achieved. The report will be made available hard copy and electronically.
