• Development of procedures and programs to prevent significant risk to workers
and public health which could result from exposure to hazardous materials and
waste
• Proper storage and containment structures will be provided for all hazardous
materials
• Health and safety plans will be developed by all construction contractors under
the guidance of a recognized safety and health professional
• Access to the construction sites will be controlled with security and fencing
3.8 HAZARDOUS MATERIALS AND WASTE
Although this PEA does not address debris removal operations, the WTC disaster
generated approximately 1.6 million tons of debris. This debris was generated by the
collapse of all WTC buildings (1 to 7), the Plaza and the Plaza basement, as well as
ancillary debris from surrounding buildings. As of January 2002, approximately 1
million cubic yards of debris have been removed and disposed of at the Staten Island
landfill or have been recycled. The debris removal rate is approximately 100,000 tons
per week. A debris management plan has been developed and is being implemented by
the responsible contractor with oversight provided by the U.S. EPA.
Hazardous materials that may be encountered at the WTC site include the following
(Daily News 2001 and U.S. EPA Debris Monitoring Plan):
• Asbestos: Fire retardant insulation sprayed onto ceilings, along elevator
shafts, and in WTC Building 1 from the 1“ to the 42"*^ floors.
• Freon: Approximately 65,000 gallons of Freon type R-12, R-32, and R-134 in
HVAC systems and 7,000 gallons of Freon contained in storage cylinders.
• PCBs: Fluorescent light ballasts and 130,000 gallons from transformers and
capacitors (containing less than the regulatory limit of PCBs)
• Lead: 3,600 to 36,000 lead acid bafteries and circuit boards.
• Mercury: Light switches, fixtures and fluorescent light tubes
• Fuel oil: Approximately 100,000 gallons
• Water/wastewater treatment chemicals: 1,800 gallons
• Dielectric fluids: 35,000 gallons in Edison facility substation.
• Photo processing chemicals: 100 gallons in photographic laboratory
• • Copier products: 400 gdlons
The U.S. EPA has lead efforts to assess and recover hazardous substances and oil
releases. As r .. alt, approximately 72,000 gallons of oil or oil-containing water, 189
containers, 14 truck batteries, and 836 compressed gas cylinders has been recovered
The NYCDEC has requested that the U.S. EPA’s decontamination plan incorporate
provisions related to site remediation. The U.S. EPA is monitoring site conditions and
issues a bi-weekly report called the Incident Command System (ICS) Report 201 (U.S.
EPA 2001-2002).
