Dear Councilman Fisher:
Deputy Mayor Lhota has asked that I respond to your letter of February 1, 2001, which directed attention to a flooding problem at the northwest corner of Atlantic and Third Avenues, Brooklyn.
As your letter stated, the Department of Transportation was awaiting the completion of water main construction work to resolve the drainage and grading problems at this intersection. We, too, were awaiting the completion of the work, as there were planned improvements to the drainage system.
In response to your letter, Department of Environmental Protection forces revisited the location with the interest of providing a temporary fix to the flooding problem in mind. On February 28, we discovered that the catch basin connection to the sewer had been broken and blocked by the installation of a utility conduit which passed through the connection. DEP forces completed the replacement of this broken connection on February 28, 2001, and final improvements to this intersection will be performed under the ongoing DDC project.
