The New York Power Authority (NYPA) has proposed the installation often natural gas turbine generators, nine of which will be located within the City of New York. I am writing to advise NYPA that, based upon the description of those generators set forth in the Negative Declaration issued by NYPA on November 20, 2000, that NYPA must obtain permits for such facilities under the New York City Air Pollution Control Code, Section 24-101 et. seq. of the New York City Administrative Code, prior to their installation and operation. To date, no application for such permits has been submitted.
