RE: New Croton Darn Spillway Bridge

I would like to update you on the status of the closure of the New Croton Darn Spillway Bridge and provide recommendations on our next steps. The Bridge remains closed to all traffic, When the recent movement of the Bridge span supports was discovered, DEP was already prepared to proceed with a repair of the Bridge, Thus DEP has both design and construction consultants currently under contract. The design contractor has recommended a short-term repair and the long-term replacement of the span. I am moving on the following actions:

1) Have the existing design contractor. Hardesty and Hanover, complete designs for the short-term repair. The repair would be completed either by • McNamee, the current construction contractor, or via emergency bidsiif McNamee declines to undertake the work. The repair would cost about $200,000 if done by McNamee; if an emergency contract is necessary the cost could be significantly higher. The work would take approximately two months, after which time the Bridge would be re-opened with a 10-ton limit (the weight limit of the Bridge prior to its closing). 2) Direct Hardesty and Hanover to design a new Bridge span via change order to their existing contract. Approximate cost of design is $450,000. 3) Construct a new Bridge span under a new contract. Hardesty and Hanover has recommended that z construction contractor be on board by the end of 2002. Cost of the replacement is expected to be 53 million. Construction will take 18 months and require re-closing the Bridge for approximately • six months.

The other outstanding issue pertains to detouring vehicular traffic around the bridge. We have consulted with the Towns of Cortlandt. New Castle, and Ossining. the towns affected with respect to agreeing on a detour for vehicles exceeding the weight limit of the pertinent roads. Because of ongoing repairs to the Cortlandt road, the detour has been temporarily lengthened. When Cortlandi completes road repairs next week, we will shorten the truck detour as much as possible.
