Mitwgaw P.ormn On August 3S DEP and Law Department staff presented OMB with an overview of the entire nitrogen program. An agreement on nitrogen with DEC is currently under discussion as part of our negotiations on Newtown Crack Track M. OMB's approval is needed to move forward on this agreement. Among items discussed were the need for sludge and centrate relocation contracts.
Bronx Beach Closures Six private beaches in the Estchester Bay section of the Bronx were closed by NYC DOH due to elevated coliform readings detected by DOH's water survey units. The elevated colifortn levels were due to CSO conditions caused by the recent heavy rains.
West Nile Virus DEP continues to be involved in several facets of the fight against West Nile Virus-
• The NY City EIS Task Force: The meeting at the Mayor's Office of Environmental Coordination was mostly spent on conference calls with EPA and State Department of Health (NYSDOH) to further clarify what type of information is (or is not) available under the Freedom of information Act regarding the composition of inert ingredients and impurities present in insecticides.
• Mosquito Larvae Surveillance: A field survey was conducted for the presence of mosquitoes around stotmwater Best Management Practice (BMP) sites along the Western shore of Kensico Reservoir. Larvae were observed at one site where stagnant water was present. Area residents have expressed some concern over the possibility of mosquitoes breeding in these detention basins. DEP will continue to conduct regular surveys and treat es necessary.
• Mosquito Insecticide Spraying: Overnight spraying of Anvil fiom trucks has been intensified following laboratory reports of findings of West Nile Virus in mosquitoes and dead birds in Staten Island, Queens, Manhattan and upstate counties. The Centers for Disease Control (CDC).and NYSDOH recommendations include the treatment of a 2-mile radius from sites where mosquitoes carrying West Nile Virus are identified. Westchester and Rockland County have also been using Anvil. DEP has coordinated with the Westchester County Department of Health to ensure that spraying does not have an impact on the water supply. DEP has asked the County not to spray in the immediate vicinity of water supply intakes and near watercourses. Our personnel accompany sprayers to verify compliance
