SEP 222000 Re: Brownfields Assessment Pilot Cooperative Agreement No. BP 992444-01-2 oo- Dear Mr. Belcamino, DEPUTY MAYOR OPERATIO

I am writing in resnonse to the February 2, 2000 letter and back-up documentation dated May 10, 2000 which Annette Barba: „ia submitted to the Environmental Protection Agency on behalf of the City of New York. As per the City of New York Brownfields Assessment Demonstration Pilot Cooperative Agreement r quirements, the letti: requests EPA pre-approval for site assessment expenditures under the Cooperative Agreemel :. The letter identifies 5 priority brownfields sites and requests approval for Pilot funds to be used for assessment activities and activities to involve the community and stakeholders affected by the sites targeted for assessment.

The nominated assessment demonstration sites are city-owned and the proposed environmental investigation activities will facilitate end use projects which hold significant public benefit. Past uses suggest that all sites are contaminated and are thus eligible for assessment funding. It is understood that public funding support for environmental assessment activities will facilitate the cleanup and end use of these sites which will enhance the social, economic and environmental well-being of the areas in which these sites are located. Below is a brief description of the sites.

Barretto Point, Hunts Point, South Bronx

Barretto Point is a 13 acre city owned waterfront brownfields site located in Hunts Point. The site was condemned and acquired by the city in 1969 and 1976. Former use includes a sand and gravel operation, an asphalt plant, and a paint/varnish manufacture. Contaminants associated with these operations include PAHs, heavy metals, and petroleum related compounds.

The City has received a NYS Clean Water/Clean Air Bond Act grant for investigation of the site. It is understood that the city has designed a state approved investigation program to characterize the contamination.

Approximately $5,000 of the EPA funding will be used to develop a findings report characterizing the contaminants on site. The report will provide relevant information for similar waterfront sites within the city. The report will also be useful in identifying appropriate assessment technologies and the characteristics of fill in the area. The Pilot funding will also support site specific public outreach and involvement activities and information sessions explaining the site contamination and end use planning.
