NYC 9/11 Public Portal Document

It is understood that the end use plan provides public benefits in the form of green space and infrastructure improvements to meet water quality objectives.

Bushwick Housing, Bushwick. Brooklyn

This 8 acre city owned site is slated for affordable housing, commercial and community facility development. Former uses of this property include: auto repair, waste paper plant, steel storage, food manufacture, sheet metal works, and a beer brewery. It is anticipated that the types of contaminants that may be encountered include ammonia, zinc compounds, chlorine, metals, solvents and petroleum compounds. The City has received NYS Bond Act funds to investigate the site.

Approximately $ 5,000 of pilot funds will be used for end use and remedial planning and community outreach activities. A report will be ,produced. The report will be useful in identifying appropriate remedial technologies and engineeri•.a options for residential end use projects.

The lead partner in the redevelopmert of the site is the NYC Housing and Preservation Department and that the planned end use may includ.. a combination of affordable housing, commercial space and a community facility.

Carroll Gardens, Public Place, Brooklyn

The Public Place site is a 6 acre parcel located in Carroll Gardens, Brooklyn. The site is a former Brooklyn Union Gas facility. Illegal dumping has contributed to contamination at the site. Pilot funds will be used for Phase I preliminary assessment activities to delineate the city's portion of the assessment and cleanup as related to dumping. Keyspan will be covering the investigation and remediation costs related to former use as a manufactured gas plant. While the end use is not yet defined, the assessment will facilitate the ultimate redevelopment of the site and thereby remedy the negative impacts the site currently imposes on the surrounding mixed-use neighborhood.

Approximately $ 5, 000 of pilot funds will also be used to convene a Task Force to inform affected parties of the investigation activities and related remediation planning and end use planning.

Vernam Barbadoes, Rockaway, Queens

This 2 acre site will be used as a public park and allow small vessel access to Jamaica Bay. Adjacent past and present land uses have raised concerns about site contamination. The site is zoned light industrial and it is believed oils, metal waste and illegal dumping have contributed to site contamination. The area is under a NYS DEC consent order to remain as parkland. Through funding from an EPA Inter-Agency Agreement, the New York Division of the Army Corps of Engineers is providing $ 100,000 assistance for site investigation activities which include Phase I and Phase II environmental investigation, delineation of a boat launch area and the development of an appropriate remediation plan.
