NYC 9/11 Public Portal Document

Approximately $ 5, 000 of Pilot funding will be used to inform the affected community and to relate end use to site assessment results. The site assessment will help to realize public and environmental benefits in that the project will provide waterfront and boating access to a community which has had limited access to the water due to conservation and endangered species protection efforts. A concession is planned to offer kayak and other small craft rentals.

Mariners Marsh, Port Ivory, Staten Island

This 10 acre site is stated for a public park and is adjacent to a 97 acre area planned for natural resource restoration and passive recreation. Former use of the property include a metal works, a shipbuilding yard, and the site has been subject to illegal dumping. It is understood that the NYC Department of Parks and Recreation has previously performed testing of the area and that Pilot funds will be used to complete a comprehensive site investigation. As per discussion, results of previous investigation activities should be submitted to EPA as back up documentation of t' .: need for further site assessment activities.

The City has proposed to use approximately $10,00^ for preliminary assessment activities of Mariners Marsh. The City will also use Pilot funds to create L rnmmunity work group to keep affected parties informed and involved in the site investigation activities.

Additional Considerations

As per our discussion, if any Phase II site investigation activities are to be performed with Pilot funds then EPA Quality Assurance Project Plan (QAPP) guidelines must be followed. The QAPP requirements include EPA approval of a Sampling Analysis and Monitoring Plan and Health and Safety Plan prior to commencement of on-site activities.

Also as per the Cooperative Agreement, Pilot funds may not be used for the preparation of application for additional funds, such as the Bond Act.

The per site expenditure amounts requested for approval were approximations, as these figures become clear, please forward details. If there is a variation of more than $ 5,000 per site, and/or if the scope of the activities change or are expanded you must request approval for expenditures and changes to the scope of activities prior to incurring costs.

The original work plan details that a site from each Borough of New York City will be selected for site assessment. It is understood that the search for an appropriate site in the Borough of Manhattan remains open. When the City identifies a Manhattan site where there is justification for a publicly funded site assessment, a request to expend Pilot funds at such a site should be proposed to EPA. If a suitable site is not identified within a reasonable time period, the City should consider a request to amend the work plan accordingly.
