No one, other than Related Management personnel, has been told the date and location for every test-site, the specific substances tested for in each instance, or the results obtained. For example, which specific "common areas" were tested and on what dates? And how rigorous were the testing procedures—more rigorous than those employed in the apartment testing?

There can be no conclusive verification to-date of the presence or absence within the building of any compound or chemical substance cited in ATC's reports, let alone the hundreds known to escape ground-zero on a daily basis. No one can be sure that any test results, whether reported in the past, present, or future, are not reflective of the flawed testing procedures noted above.

CLEANING • failure to hire a cleaning company with professional abatement experience: using standard cleaning supplies such as Windex, not wearing gloves or respirators, etc. • failure to protect tenants passing through common areas from exposure to any substances dislodged or agitated by the activities of cleaning personnel

Perhaps Related merely demonstrated naivete in undertaking such cleaning measures (no doubt mislead by the results of ATC's flawed testing procedures) and did not intend to misrepresent to residents the true expertise and competency of this "professional cleaning company" (11/28 letter to residents). But none of these actions has served to bolster confidence in the quality of the contractors retained, nor in the competency of their efforts and evaluations.

HVAC AND DUCT CLEANING As you stated in your November 28`h letter to residents: "the contractor was pre-qualified by our consultant." This "consultant" (who is perhaps ATC?) and the "mechanical hygiene contractor" are answerable only to Related, not to any tenant.

After the insufficiencies and incompetancies only touched upon above, it will not surprise you to learn that substantial doubt exists concerning the competency of the contractor Related has retained to clean the HVAC and duct system at 105 Duane.

There is great apprehension that this work—if improperly done—will agitate any toxic compounds (whose presence or absence no one has documented to our satisfaction) and non-lethal irritants (mold spores, dust, etc.) present in the duct system, sending them into our homes, eyes, food, and lungs.

How can you reassure us?

By holding a meeting with four members of our tenants group, an expert representative from the duct-cleaning contractor, an expert representative from your consultant (if you so choose), and an independent industrial hygienist whom we will provide.
