The objectives of this meeting would be as follows: (1) verify the expertise and experience of the duct cleaning contractor (2) assess the merits and possible oversights of the duct cleaning contractor's intended methods for the cleaning operation and the basic steps employed in their process (3) clarify what tests have been or ought to be conducted on substances residing in the duct system--such findings clearly impact upon cleaning methods to be utilized (4) determine whether further independent supervision is warranted, and if so, specify the manner of our industrial hygienist's participatory supervision and the subsequent reporting back to tenants and Related (5) agree on the testing parameters (substances, locations, media) to be performed at the end of this cleaning process, in order to certify for all concerned parties that appropriate decontamination has been achieved

This independent industrial hygienist should play a limited role in monitoring the cleaning process. This role could be established during the initial meeting. We do not want to interfere with the cleaning process, only to insure that it is properly conceived and conducted.

The resultant findings from this meeting (or the failure to hold such a meeting) will be posted online and available to all 105 Duane residents and workers.

Tenants have held extensive discussions with Joel Kupferman of the New York Environmental Law Project and are participating in the efforts of his firm and other organizations to assess the health treats posed by the WTC site. These groups seek to assess and track the remedial actions (or lack thereof) taken by landlords, business owners, city, state, and federal agencies in response to this crisis, and to press for revised legal standards.

The New York Environmental Law Project has put tenants in contact with an industrial hygienist whom we feel would be an excellent candidate to evaluate the competency of the duct contractor's methods and plans for cleaning the ventilation system.

Such verification is no doubt in Related's best interests, as well, since it will ensure that the duct system is in no way damaged by these procedures and an objective presence could also resolve the question of "sick building" syndrome. Duct cleaners we have spoken with (via the National Association of Duct Cleaners) suggested that the black residue emanating from electrical fixtures and duct work in the apartments and common areas could be evidence of a sick building, incubating potentially toxic mold growth.
