Re: Settled dust sampling for asbestos at P.S. 89M

Dear Mr. Orlan:

At your request, ATC Associates, Inc. representatives Mr. Yiannis Efstathiou (NYC-DEP asbestos investigator #82244 & NYS-DOL asbestos inspector certificate #AH 96-10905) and Mr. Jimmy Choy (NYS-DOL asbestos inspector certificate #AH 95-17116) visited P.S. 89M located at 201 Warren Street, New York, NY 10282 on November 2"'’, 2001. The purpose of the site visit was to perform settled dust and soil sampling to be analyzed for asbestos content inside and outside the school building. A NYC-BOE representative on site indicated the locations and materials to be sampled to ATC.

As per your request, a total of thirty-nine (39) settled dust samples, thirty-tlrree (33) bulk and six (6) soil, were collected from inside and outside the school building. All collected settled dust samples were analyzed utilizing Polarized Light Microscopy (PLM).

Furthermore, twenty-nine (29) settled dust samples, utilizing the Scotch Magic Tape - An Aid to the Microscopist for Dust Examination method by Gary Nichols, were collected from areas inside the school building where the collection of a bulk sample was not possible. These dust samples were also analyzed utilizing Polarized Light Microscopy (PLM). This method produces qualitative results only.

The purposed of the dust sampling is to determine if settled dust inside and outside the school building and on soil outside the school building contains asbestos.

All sixty-eight (68) settled dust samples collected were analyzed utilizing Polarized Light Microscopy (PLM).

Analytical results indicated the presence of asbestos in the amount greater than 1% within the bulk sample collected from the following material;
