Office of Emergency Management SM&W Proposal # 99-669

I Mr Glenn:

After our meeting last week with DOT and yourself we reviewed the current systems configuration and h ive determined that;

• A limited number of cameras are available at DOT (roughly 24 in Manhattan only) • Of the 24 only 8 at any given time can be available • The cameras shared off-site are also sent to 1 Police Plaza * Control of the cameras is via a telephone call to DOT in Long Island City • Selecting images is also a telephone call to DOT • Altering the quantity of images, and their control, would require the design and implementation of a cable infrastructure throughout the entire city * Additional cameras could be added (ie: Times Square) if required ddkional cameras exist, however New York State (locate across the corridor from DOT) has no way to s lare them given the current situation. The cameras are deployed on the highways, looking at construction s: tes for the most part

f nether set of cameras exist, they are within the INFORM network, which wc believe covers Long Island h ghways and is headquartered in Hauppauge

1 s address the specifics of DOT, currently it is believed by DOT that a cable loop runs within a block of 7 iVTC- If in fact that is true then a feed can be pulled from that manhole into 7WTC. and assuming a w ireway is available from the street, up to OEM. If a wireway does not exist we would work with js mbassador and the building to develop one.

Il t addition to accommodating the DOT system, 18 camera feeds from the Coast Guard via 3 - T1 lines will b s available. Our understanding is that these will also be brought to the OEM site by others and are also to b: integrated into the existing system. Once it is in the OEM area some modifications must be done to the existing audiovisual system to accommodate these additions.
