Contractor ES&H Programs: Each contractor is required to complete and submit their own Environmental, Safety, and Health (ES&H) Plan. The ES&H Plan shall be submitted to the NYC Department of Design and Construction (DDC) ES&H Manager and the WTC Emergency Project ES&H Director for review and approval. The contractor ES&H plans shall describe how each respective contractor organization intends to ensure the safety and health of employees as well as the preservation of the environment. At a minimum, the contractor ES&H plans shall address this document and all federal, state and local regulations.

Each contractor is responsible for designating at minimum, a full-time ES&H manager to implement their ES&H plan requirements and to act as liaison with the DDC regarding health and safety matters. The designated ES&H manager shall be knowledgeable in appropriate safety and he alth practices and regulations and experienced in fulfilling health and safety functions relating to demolition, hazardous waste and site support operations as required.

1.4 POTENTIAL SAFETY, HEALTH AND ENVIRONMENTAL HAZARDS

1.4.1 Chemical Hazards

Chemicals Brought to Site: Chemicals brought to site will meet the requirements of 29 CFR 1910.1200. A material safety data sheet (MSDS) for all chemicals used during WTC work activities will be available in the Zone where the chemical is used or stored. The potential hazards associated with these products will be mitigated through training, administrative controls, and proper use of prescribed personal protective equipment (PPE).

Table 1 is a list of the chemical substances that may be brought to the Site for use during cleanup and recovery operations at this Site and provides exposure guidelines for these chemicals. These include various petroleum-based fuels, lubricants, and oils that may be used during maintenance and repair of equipment (e.g., generators, compressors, heavy equipment, etc.). Whenever new chemicals (i.e., those not listed on Table 1) site brought onto the Site, notification to the contractor ES&H manager and/or the DDC/Site ES&H officer is required prior to initial use.
