In an effort to better control acce.s.? to the Red Zone, vve are going to issue new credentials for the downtown
work, area. In an effort to clear confusion, please read the following:
1. Please see the credentialing policy attached. .
2. Starting Tuesday, September 25, 2001 we will be issuing a White Pass that vhil replace the Red Pass
now required to enter the Red Zone.
3. At 2400 hours Friday. September 28, 2001 the Red Pas-ses prcA'iously issued will no longer be valid.
4. The Red Z on the WTC 2001 .Photo ID will still be valid.
5, Only tho.se personnel working at the OEM's Emergency Operation.^ Center should receive a WTC 2001 ’
Photo ID. All other personnel who need ordy to access the Pled Zone will be issued ?. ’AOiite Pass.
6. Ail personnel not listed on the L'xetnpiians .Page who want to enter the Red Zone should make that
request through the agency that needs them in the area. That agency should request Red Zone
access through OEM functional group leaders or the credentialuig officer stationed at the podium.
7. A11 agencies/contractors involved in the response a;jd recovery should ask the agency that has requested
their assistance in the Red Zone to fast a list of name.': to OEM for apprewah Once approval has been

8. All other contractors not directly involved tn the ’.'espouse and recoxery effort requesting access to
the Red Zone .should go to the NYPD walk-in center/command pest .at Fulton St. nnd Broadway. /
9. Agencies should inform their personnel that Red Zone acce.$s is for official business only and that
unauthorized visits could lead to arrests and prosecution.
