In an effort to better co.ntro! access to the Red Zone, we are going, to issue new credentials for the downtown 4 work area. In an effort to cleat canfeion, please read the following:

1. Please see the credentialing policy attached.

2. Starting Tuesday', September 25, 2001 we will be issuing a Wiiite Pass that will replace the Red Pass now required to enter the Red Zone.

3. At 2400 hours Friday, September 28. 2001 the Red Pas.ses previously issued will no longer be valid.

4. The Red Z on the WTC 2001 Photo ID will stili be valid.

5. Only those personnel working at the OEM ’s Emergency Operations Center should receive a WTC .2001 Photo ID. All other personnel who need only to access the Red /done will be is.5ued a White Pass.

6. All personnel not listed on the Exempti^ni^ ^vho want to enter the Red Zone should make that request through the agency that needs them ie the area. 7*hat agency should request Red Zone acces.s through O.Eb.T functional group leaders or the credentialing officer stationed at Use podium.

7. Al! agencies./contractors involved in foe response and reco'cery should ask the agency that has requested their ttssistance in the Red Zone to fax s list of names to OEM for approval.
