Red Zone Access Policy as of October 15,2001 The Red Zone is the fenced in area from Murray St. (on the north) to Rector (on the south), and from the Hudson Riva to Broadway. West St. between Chambers and Murray is still frozen. Note; Battery Park City is not part of the Red Zone, as pedestrians and businesses may enter with identification.

The only access to the Red Zone (pedestrian or vehicular) wiU be at the following locations: • West St. and Chambers St, (for pedestrian and vehicle access) • Church St and Chambers St (for pedestrian and vehicle access) • Murray St. and Broadway (for vehicle access only) • Trinity St and Rector St. (for vehicle access only) • West and Rector (for pedestrian and vehicle access)

Certain agencies, as listed on the Security Policy as “Exempt Agencies”, can gain access to the Red Zone with their agency ID., and another form of photo identification. All agencies not included as “exempt” must provide lists of personnel requiring access to file OEM credentialing officer who will approve it and fax it to the credentialing checkpoint at West and Chambers.

Note: Some agencies maybe issued bulk credentials (e.g. The FDNY staging officer at Chelsea Pia'S) so that they can expedite the entry of critical employees. Those agencies will be responsible for accounting for those credentials.

The checkpoint at West and Canal will be in radio contact with IS-89 to let vehicles seeking credentials through to IS-89
