THIS UPDATED MEMORANDVM CONTAINS THE FOLLOWING: • Red Zone Access Policy • Red Zone Security Policy-(Exempt Agencies) * Access Policy: Building Owners,'Managers, Contractors and Residents

Red Zone Access Policy as of October 18, 2001

Effective Thursday, October 18, 2001, at 0001 hours, the White Red Zone Access passes will begin to be replaced with Blue passes. The Blue passes will represent access to the Red Zone simihm White passes. The White passes will remain io effect until, Sunday, October 2^, at 2359 hours.

The Red Zone is the fenced in area from Miura)’ St. (on the north) to Rector (on the south), and from the Hudson River to Broadway. West St. between Chambers and Murray is stilt frozen. Note: Batter)’ Park City is not part of the Red Zone, as pedestrians and businesses may enter with identification.

The only access to the Red Zone (pedestrian or vehicular) will be at the following locations: * West St, and Chambers St, (for pedestrian and vehicle access) • Church St, and Chambers St. (for pedestrian and vehicle access) • Murray-St. and Broadway (for vehicle access only) • Trinity St, and Rector St. (for vehicle access only) • West and Rector (for pedestrian and ^ clLic;e access)

Certain agencies, as listed on the Security Policy as “Exempt Agencies'’, can gain access to the Red Zone w’ith their agency ID., and another form of photo identification. All agencies not included as “exempt” must provide lists of personnel requiring access to the OEM credentialing officer who will approve it and fax it to the credentialing checkpoint at West and Chambers.

Note; Some agencies may be issued bulk credentials (e.g. The FDNY staging officer at Chelsea Piers) so that they can expedite the enhy of critical employees. Those agencies will be responsible for accounting for those credentials.
