D. Tasks Project 1

The NYC DEP shall direct services. Air monitoring and analysis firm must be prepared to mobilize within 72 hours of the contract award. The NYC DEP estimates the monitoring of roof tops and faqades of approximately 50 buildings per work zone. There will be 3 work zones in the vicinity of the World Trade Center. Multiple work areas shall be cleaned and monitored simultaneously therefore a minimum of 15 APST must be available for this project. A minimum of 3 samples for small asbestos projects and a minimum of 5 samples for large projects shall be collected and analyzed. At a minimum, 1-area sample on small projects and 2- area samples on large projects shall be taken inside the work area during clean-up activities. One area sample shall be taken at the interior of the building within 10 feet of each access to the roof. Sampling must be conducted during the entire work shift. The sample volumes required would range from 1200 to 1800 liters at flow rates between 2 to 10 liters/min. Extreme care must be given to avoid overload on the filter surface.

Air sampling equipment shall not be placed in comers or near obstructions. Locations near vents and other structures on the roof which would unduly affect airflow shall be avoided.

The work area shall be allowed to dry completely before the visual inspection is conducted. The visual inspection shall confirm the absence of visible debris in the work area, including but not limited to the roof surface, the gutters, the drains, parapets, etc. A technician must be available in the vicinity when the area is dry to perform the visual inspection.

Air sampling shall be considered satisfactory when each sample is found to be below 70 s/mm^ by TEM analysis. Post abatement clearance air sampling shall not be required provided that all samples collected during the clean-up activities are below 70 s/mm^.

Project 2.

Air Monitoring will be required daily at 20 street level sites in the vicinity of the World Trade Center. The sites are listed below but the locations may change periodically. One sample must be collected at each site with sample duration of 45 minutes and a flow rate of 15 liters per minute . Sampling and analysis must be conducted in accordance with the NIOSH 7400 Method. Sampling must be done during regular business hours starting after 0800 hours each day. Each site must be manned at all times during sampling, therefore a minimum of 3 APST is required for this project.

Samples results above O.Olf/cc must be analyzed by TEM .
