ASBESTOS CONTROL PROGRAM
AIR MONITORING AND ANALYSIS SERVICE CONTRACT
SCOPE OF WORK
A. Introduction
All work performed under this contract must be in compliance with all applicable, relevant, and
appropriate regulations, including but not limited to those of the United States Environmental Protection
Agency (USEPA), the United States Department of Labor Occupational Safety and Health Administration
(USOSHA), the New York State Department of Labor (NYSDOL), the New York State Department of
Health Environmental Laboratory Approval Program (ELAP) and the New York City Department of
Environmental Protection (NYCDEP). The services required must be provided during regular business
hours and weekends. The number of samples and other tasks are estimates for bidding purposes, with no
minimum guarantee. This contract will be awarded to the lowest responsive and responsible bidder. The
items listed on the bid sheet reflects the types of services required. A pre-bid conference shall be
scheduled at the DEP office, at 59-17 Junction Boulevard, 8* floor.
B. Contract Term
This contract shall be in force for 120 consecutive calendar days from the NYC DEP commencement
date.
C. Qualification
The laboratory must be in compliance with the National Environmental Laboratory Accreditation
Conference (NELAC) standards and have certification by ELAP in the category of Airborne Asbestos by
Transmission Electron Microscopy (TEM) and Phase Contrast Microscopy (PCM). Certification must be
maintained for at least 6 consecutive proficiency testing rounds.
Air monitoring technicians must possess valid NYS Asbestos Project Sampling Technician (APST)
certificates. Technicians must have performed air monitoring for at least 2 years and conducted final
clearance inspections on at least 50 asbestos abatement projects.
Proof of qualifications must be presented to NYC DEP upon request.
Sampling equipment must be in sufficient quantity to provide the turnaround time on each project. At a
minimum the following equipment are required: air-sampling pumps (electric and battery operated) with
flow rate capacities of 2 to 10 liters per minute, rotometers, mixed cellulose ester sample filters having
pore size of 0.45um(TEM), 0.8um (PCM) and electrical generators .
