Commissioner WTC Report for 10/3/01

Addendum

• OEM wants to open Park Place from Broadway to Greenwich. They are siting our air monitoring station at Greenwich and Park Place that has had three consecutive days of levels below the 0.001 clearance level (10/1 - 0.004,10/2 - 0.008,10/3 - 0.009). Staff visited the area this morning and believes it will be a very long stretch to accomplish this. Truck traffic still moves down Park Place and the outside of buildings are in the process of being cleaned. EPA is also conducting a walk through (unofficially we hear that they do not think this area can be opened and maintained clean) will advise when we hear officially. D/C Avaltroni has had a conversation with Mike Berkowitz of OEM with respect to moving the wash station from Church and Park Place to alleviate some of the traffic. We will be conducting another walk through with EPA to see if conditions change to remove current prohibitions.

• DEC sent DEP an Executive Order that relaxes many hazardous materials transportation and storage rules. They would like DEP to review and okay. F/D/C Chapin was given a copy of the order.

• Some buildings downtown are in the process of cleaning their facades and in that process are spraying water about. On the morning of 10/4, HazMat staff went to these buildings to make sure that they are containing the water residue. Air staff has been deployed to assist in this matter. This is obviously a predictable occurrence that we are attempting to remediate.
