Commissioner WTC Update for 9/27/01:
Deputy Commissioner Avaltroni met with Letitia Remauro and Aim Kutter of the Battery Park
City Authority yesterday to discuss the promenade areas that need to be addressed. The areas to
be cleaned were identified. EPA will do the cleaning. More sensitive areas will be cleaned by
Battery Park City Authority contractors.
Area located at South End Avenue from Albany Street to the Marina Ramp has not yet been
cleaned. Air sampling done in the area on 9/26 & 9/27 resulted in elevated air sample levels.
DEP recommends that no public access to the area be permitted until the situation has been
addressed.
Brian Peters from Bovis has indicated that trucks will be rerouted to West Street. DEP will
request that EPA clean the area tonight.
Building Management was advised that the ledges on the parking garage need to be cleaned of
debris. Additionally, the Tower Building at Gateway Plaza Has Broken windows and debris on
the building’s eastern facade. Wind cause the debris to fall to the ground. DEP recommends that
the Building Management address the situation with netting or some similar type of protection.
Air sample levels on the street are expected to remain elevated until cleaning takes place.
Air samples will be performed upon completion of cleaning. When results are satisfactory for 2
consecutive days - DEP can recommend the area be reopened to residents.
