110 Liberty Street is the building that will be used.
The focus will be on residential units, however, the commercial units on the first
floor will be done as well.
3. NYC Exterior Cleaning
• The contractors are in place. There is currently a legal issue dealing with building
release forms that is holding up the start of the work.
• Letters notifying the building owners of the cleaning activities will go out while
the inspectors will be re-inspecting the buildings.
4. Potential Indicator Chemicals (PIC)
• Still using seven PICs
• The action levels of fibrous materials still need to be worked out
• There are air sample to settled dust sample correlation (k-factor) uncertainties.
• Data on lead will be reviewed and reported at the next Working Group meeting.
• The highest comfort level for immediate cleaning, prior to implementing a peer
review process, is with asbestos air sampling. Additional options will be
considered for the short term.
5. Air Conditioning Units
• Due to the elevated ambient air temperatures at this time, there have been
numerous public inquiries on the use of air conditioners and centralized HVAC
systems after the events of September 11*.
• NYSDOH will draft a fact sheet on air conditioners for the public and will share it
with the Working Group.
• The NYC Office of Environmental Management will identify buildings in lower
Manhattan that have HVAC systems.
6. Peer Review
• Peter Grevatt has a contractor onboard and has shared the PIC limited information
with them.
• The peer reviewers will be used for technical issues and not risk assessment.
• Items to be peer reviewed could include:

• EPA’s Communication Division may be asked to solicit nominations for the peer
review board members.
• The peer review should be done as we go along. Proposals should be given to
them for comments.
• EPA will have further discussions on the additional time requirements of peer
review.
7. Next Task Force Meeting
• The meeting scheduled for April 22"*' may be cancelled if no critical decisions
need to be made at this time.
