10. All WTC debris s1m|1 be misted and double-bagged. Accumulation of water is prohibited. Water misting shall be sufficient to wet the material without water accumulations. After the mnovrf of debris, alljswfeces shall be HEPA vacuumed and wet wiped. Encapsulating agents shall not be applied. Once all surfaces have been HEPA vacuumed and wet a second cleaning shall be performed. Surfaces include but are not limited to walls, floors, ceilings, Wges, trims appliaribes and eawipment and furnishings.
