Dear Mr. Wolf Investigation (DOI) with This letter is written to set forth the views of the Department of Director, East respect to the issue of whether, with Elizabeth Sanchez serving as Executive a responsible bidder for a Harlem Council for Human Services (EHCHS) can be considered a federal conviction contact with the Depattntent of Health (DOH). Because Ms. Sanchez has theft of government arising out of her impersonation of an Internal Revenue Service agent and submissions, it is clear she funds, and because she failed to reveal that conviction an VENDEX lacks the business integrity to participate in City contracts. to cure this As I understand it, rather than remove Ms. Sanchez from the its management in the DOH problem. EHCHS proposes that Ms. Sanchez be isolated from any participation matters. As contract while continuing to function as the entity's Executive Director in all other expressed in the meeting at City Hall on May 10, 2000, it is DOI's belief that, aside from the difficulty of ensuring that such a commitment is observed, the City would remain at risk in record. No mere dealing with an organization whose Executive Director has such a bad track will restriction on a single contract can ensure that problems elsewhere within the,o_ganization rieitliai undermiiietHCHS's ability to nor cause embarrassment to DOH perform and the City. Accordingly. DOI is of the view that your department should give the matter careful consideration before assuming the risks of going forward on the basissuggested by EHCHS.
