Re: Rescinding of Blanket Approval of Emergency Contracts Related to the Events of September 11

On September 13, 2001, the Corporation Counsel and the Comptroller issued a blanket approval of all emergency contracts related to the events of September 11.

As you may already know, on December 19, 2001, the Corporation Counsel rescinded that blanket approval (see attached memorandum).’ Therefore, in accordance with Charter section 315 and Procurement Policy Board Rule 3-06, any emergency contracts made oh or after that date must be approved individually by the Corporation Counsel and the Comptroller. Any applicable emergency contracts made before that date are still covered by the blanket approval and the procedures outlined in my October 3,‘ 2001 memorandum, even if the “paperwork” for those contracts is hot yet complete.
