THE CITY OF NEW YORK OFFICE OF THE MAYOR NEW YORK, N.Y. 10007
ALESSANDRA SUMOWICZ Director MEMORANDUM DRAFT Office of Environmental Coordination October 18, 2001 TO: Deputy Mayor Joseph Lhota Josh Filler Rachel Stein
FROM: Alessandra Sumowicz Mary L. Keating
SUBJECT: CEQR TECHNICAL MANUAL — PROGRESS TO DATE AND SUMMARY
The following is a report of our progress to date on the update of the CEQR Technical Manual, a request for your assistance and a summary of the essential or key changes implemented in the update.
Background
MOEC and the CEQR Task Forces have been working since October 2000 to update the CEQR Technical Manual to reflect current regulations, methodologies and contacts and to revise the Environmental Assessment (EAS) Form. We expect to meet the deadline and have the Manual and EAS online by December 10th.
Current Status
The attached schedule shows the progress to date and next steps. MOEC plans to have the website up and the Manual on-line and available for purchase in the City Planning Bookstore by December 10, 2001.
In order to meet the December 10th deadline, we will need your help to allocate MIS and DOITT resources to this priority project and with printing of the Manual and Appendices. The website homepage and backup information also will need your sign-off.
Public Outreach/Stakeholder Involvement
MOEC held two public outreach meetings at Spector Hall, one to consultants on September 18, 2001 and one to the community at large on October 1, 2001. The October 1 meeting invitees included Borough Presidents, Community Boards, and the City Council. The meeting was also noticed on the Mayor's website and in the City Record. The meetings were well attended and well received.
Next Steps
We have attached an overview of the substantive changes to the Manual. Items that have been "Issues" are highlighted. I would like to discuss these with you. Please let me know if you have any questions.
