I apologize for the informality of this communication.

We (FEMA, Public Assistance/Environmental Planning) are putting together an Interagency Coordination Team to identify the applicable City and State environmental review and permitting process for the WTC rebuild efforts. We are inviting stakeholder agencies to an initial planning meeting on Friday, December 7, 2001 at 10:00 am at the FEMA offices at 141 Worth Street.

We are looking to invite environmental policy and permitting decision-makers from different stakeholder agencies to this meeting. We specifically want to identify the applicable project review and approval processes developed by each authorizing agency so that we can identify areas that may be bottlenecks, opportunities to streamline the National Environmental Policy Act (NEPA) compliance and permitting process, and facilitate or develop a mechanism for upfront agency coordination. The simplest way to conceptualize this is to understand that many agency project approval processes include public participation, project review and comment periods. If we can identify opportunities to satisfy the public participation requirements of multiple agencies with a public meeting or notice of intent and comment request, broadly distributed, we may shorten or streamline the project approval process. We are especially interested in the CEQRA and SEQR processes and how they dovetail with the FEMA NEPA requirements.

We feel as though the Mayor's Office of Environmental Coordination would be a stakeholder agency and we would like to extend an invitation to attend the December 7th meeting at our offices. Please let me know if you are planning to attend, how many from your agency will attend, and whether you need more specific directions to our office. You will need to enter the building on the Centre Street side and have 2 pieces of identification due to security requirements.

We will provide to you a Meeting Agenda and the agencies that will attend prior to the meeting.

We would also appreciate a contact with the Mayor's Office of Environmental Quality, if you have one.
