Dear Colleagues, At this morning's meeting of the Environmental Coordination and Planning Subcommittee of the Federal Task Force to Rebuild NYC, FEMA requested feedback from all present on environmental review process, regulations, and concerns. Please be advised that MOEC, with the guidance of the Law Department, will coordinate and submit the City's response. Through this process we will ensure consistency, avoid duplication, and resolve any contradictions internally before circulating documents. To accomplish this, my office will host a meeting to discuss City positions and craft an appropriate reply to FEMA's questions. The meeting will take place next week at 100 Gold Street on December 13 or 14. My office manager, RoseAnn Ryan, will contact you to choose a time. To ensure that we have a productive discussion, I ask you to e-mail me ([email protected] <mailto:[email protected]>) with a copy to Lee Ilan ([email protected] <mailto:[email protected]>) your agency's comments on the questions below by Wednesday, December 12. Potential projects in which your agency should be involved (both in and outside the WTC area) * Environmental review processes and key laws your agency typically follows * A brief description of your agency's typical internal review method (in-house, by consultant, delegation, etc.) and process * Typical permits and consultation required * Potential concerns regarding environmental review * Suggestions for streamlined procedures * Ideas for appropriate contact people for both governmental agencies and the public) Thank you for your cooperation and assistance with this matter.
