NYC 9/11 Public Portal Document

FEB-20-2001 19:44 MAYOR'S OFC of ENV. COORD 1 212 788 2941 P.03/07

Bloomingdale Park: DDC has received all the public comments on the DEIS. MOEC will continue to work with DDC and its consultants to formulate responses to the comments for inclusion in the Final EIS,

Mercury Gauge Ban City Council Bill: Two days before the committee hearing on this proposed legislation, MOEC was asked by the City Council to review the environmental assessment for Intro 832-A. We did so and shared our concerns with CLA, the Law Department, and Council staff. Since the CEQR rules mandate that the Office of the Mayor and the City Council are co- lead agencies on local laws, we asked CLA to clarify whether the Council sought our signature on a lead agency letter, wished us to delegate lead agency status to them, or planned to assume lead agency status on their own. Our concerns with the environmental assessment centered on the discussion of hazardous materials and the statement of purpose and need. We understand also that the Buildings Department had additional concerns about rules they would have to issue under this law.

Re-alignment of Rockland Avenue. Staten Island: DDC recently contacted MOEC regarding this capital project that involves the re-alignment of Rockland Avenue and the installation of a new sanitary and storm sewer system in the Rockland Avenue area. Apparently, DDC has been working with the Borough President's office on this project, but when they attempted to commence the work, the Protectors of Pine Oak Woods began to challenge the project. One challenge is that this project requires environmental review. The project includes the elimination of numerous trees in the area, as well as issues involving a State DOT right-of-way. MOEC requested additional information on the project and will be glad to work with DDC and the Borough President's Office on this project. Please advise as to any additional direction on this project. We will forward the additional information to you upon receipt.

Ongoing Projects

West Nile Virus EIS: Internal review of the draft EIS chapters is proceeding, with issuance of the DEIS anticipated for mid- to late March. We are awaiting distribution of a revised draft of the "Public Health" chapter for internal review.

KeySpan/Coney Island: DCAS distributed the draft response to KeySpan for internal review on February 27. The document will be finalized and provided to KeySpan in the immediate future.

EDC Projects: MOEC continues to work closely on a number of EDC-managed projects. MOEC had its monthly meeting with EDC this week to discuss the status of their projects. EDC expects to issue the "Fulton Fish Market at Hunts Point" documents this week. The public Scoping session for this project will take place in the first week of April.

With regard to the Museum of African Art/ Edison School, MOEC is reviewing the EAS and negative declaration. MOEC has requested EDC to clarify several issues on this project. These issues include hazardous materials testing, property jurisdiction, and the Community Gardens
