lawsuit. Apparently two of the lots involved in this project arc in HPD jurisdiction and are part of the Community Gardens suit.
As for the High Line project, Michael Carey briefed the Mayor on this project last Friday. However, EDC is still awaiting sign-off from Deputy Mayor Harding before issuing the negative declaration.
HPD Projects. At HPD's request, MOEC is meeting with HPD on March 2, 2001 to discuss the CEQR review process for various HPD projects.
Soil Testing in Van Cortlandt and Central Parks. On Monday, February 26, MOEC met with DPR, DOH and DEP to discuss additional testing of soil in Van Cortlandt and Central Parks to confirm that no health hazard exists. (Some soil contamination had been discovered in isolated parts of these two parks in 2000.) DOH is reviewing DPR's proposal for additional sampling locations. A follow-up meeting will be held in the next two weeks.
EPA Brownfrelds Grant: DIM Lhota signed the approval letters for the grant extension, which will be forwarded to EPA.
Carroll Gardens: MOEC has now received comments from all the relevant agencies and will revise the MOU and submit it to KeySpan. We have reached out to DEC to discuss KeySpan's Voluntary Cleanup Program application, recent activities on the site, and plans to move forward with the investigation. With regard to the punctured drum, DDC reported the spill of what appeared to be paint to DEC, who asked that the material be contained in a drum and kept on the site. This was done, the consultant is writing a description of what happened, and all the personnel have been instructed to pay closer attention to what they are doing to prevent any further incidents of this type.
Vernam Barbadoes: MOEC is setting up a meeting with DPR and the Army Corps to discuss mapping of Vemam Barbadoes Peninsula. For your information, the City has an old, outstanding Army Corps violation on part of this site. The Army Corps continues to call Parks about this violation. If possible, in conjunction with the Law Department, we will try to resolve this matter as part of the whole project. However, the work that will need to be done to resolve the violation is very costly.
Barretto Point: MOEC has contacted DEP to plan the next meeting with community leaders and elected officials regarding this site. MOEC will have two Columbia Law students to assist with community outreach at this site, and a site visit with MOEC, DEP and the law students is scheduled for March 5, 2001,
Bushwick: Regarding Bushwick Housing, a conference call will be held with HAD and DEC to discuss preparation of the draft Site Investigation Report. The rest of the test results from site two are expected in about three weeks. MOEC will meet with HPD on Friday regarding spending the $5,000 allocated from the EPA brownfields grant.
