11. This section seems to imply that there is only dust to be found in the kitchen. Dust
may also be potentially found in the interstitial spaces, and dust has been seen on
windows, window sills, mattresses, the floor, etc. Additionally, since there is a large
amount of debris currently covering the floors, in particular at 21-23 Thames Street, it is
unknown how much dust may be within that debris and the floor beneath that debris.
This section should be re-written to note that fact.

12. It is not appropriate to make preliminary conclusions for the buildings being
demolished as part of this project based on sampling results taken at 130 Liberty Street
and 4 Albany Street for the reasons explained above. Further, it is not appropriate to
make assumptions about all of the building components in both buildings based on one
analytical sampling result taken from one room of one floor of the buildings. This
section should be re-written to address these concerns.

13. May need to reference Section 2.3 as well in the first sentence if the occupants and
commercial/retail lessees items that were in the building prior to September 11, 2001
(e.g., clothes, furniture, etc.) are to be specified under Section 2.3 in the revised Waste
Sampling and Management Plan.
