Re: Final Comprehensive Report:
Hudson View East — 250 South End Avenue
Dear Mr_ Vaccarello:
Following the collapse of the World Trade Centers and associated properties, EMSNY was retained by
your office to perform sampling on various dates for specific purposes as described below. This report
details the specific sampling performed on each date and includes the general findings. A comprehensive
spreadsheet is also included that details all sampling by date, the type of sampling and the results.
September 24, 2001: Air st piing was performed throughout the building in common areas only. The
TEM (Transmission Electron Microscopy) results reported by the laboratory
were equal to or less than 26.67 structures per square millimeter. The Clearance
Criteria set forth by New York City Department of Environmental protection is
70 structures per square millimeter.
September 27, 2001 : Water sampling was performed and analyzed for potability. Neither E-Coli nor
Coliform was detected.
September 28, 2001 Bulk sampling of specific apartments to determine whether the dust/debris
contained asbestos. Analysis of five samples determined the presence of asbestos
in two samples. EMSNY recommends that all dust/debris be deemed asbestos-
contaminated and treated accordingly given the magnitude of the event and the
heterogeneous nature of the material.
October 17, 2001: Air sampling was performed in random apartments throughout the building. The
results by TEM analysis indicated that airborne asbestos was not detected at the
time of testing.
If you have any questions or require additional information, please contact me.
Sincerely,
