Dear Mr. Budabin:
Following the collapse of the World Trade Centers and associated properties, EMS was retained by your office to perform baseline sampling within the building to determine if airborne asbestos was present.
On September 25, 2001 EMS tested representative floors and subjected the samples to analysis via Transmission Electron Microscopy (TEM). TEM analysis is deemed state of the art and is able to distinguish between asbestos and non-asbestos fibers. It is important to note that during the testing, the building HVAC was not operating and had not been operating prior to our testing. Therefore, any debris within the system or building would likely have settled and not remain airborne. Upon turning on the system, the results could be considerably different and may warrant additional sampling.
The results that were obtained indicated that at the time of testing no asbestos was detected.
Current acceptable levels as set forth by the Environmental protection Agency are set at 70 slmm2. The standard of 70 s/mm2 is used to determine whether background levels or airborne levels following an abatement project are acceptable for human occupancy. If the concentration exceed 70 s/mm2, then additional testing along with clean-up and possible protective equipment should be initiated.
Overall, based upon the sampling results, the air quality in regards to asbestos, according to EPA standards, is acceptable. Once again, since testing was not performed under "normal" conditions, the airborne concentrations could change once the building returns to normal operation and air movement along with building activities resume.
