Dear Ms. Theodorellys:

The Dormitory Authority of the State of New York (DASNY) has received a funding request from the City University of New York (CUNY) for the Borough of Manhattan Community College (BMCC) Fiterman Hall Decontamination and Deconstruction Project. For purposes of State Environmental Quality Review (SEQR), the proposed action consists of DASNY's authorization of the expenditure of tax-exempt bond proceeds from DASNY's CUNY Program. The tax-exempt bond proceeds will be used to finance the proposed project, which consists of the development and implementation of the Fiterman Hall Decontamination and Deconstruction Project on behalf of CUNY. Fiterman Hall is a 16-story BMCC building that was irreparably damaged on September 11, 2001, when 7 World Trade Center collapsed and struck its south facade, leading to the partial collapse of Fiterman's southwest corner. Fiterman Hall is located at 30 West Broadway, Borough of Manhattan, New York County, New York.

More specifically, the proposed project involves the decontamination of the interior and exterior of the building, removal and disposal of building contents, and deconstruction of the approximately 377,000-gross-square-foot, steel-frame and concrete- slab structure. All decontamination and deconstruction activities would be conducted in accordance with the provisions of the proposed project's Decontamination and Deconstruction Plan, which will be submitted to the United States Environmental Protection Agency (USEPA) for review and approval prior to the commencement of work.
