Executive Summary

At the request of Mr. Richard Brooke as agent for NEWMARK & CO. REAL ESTATE, INC., Consulting & Testing Services, Inc. (CTSI) performed environmental testing at 100 Gold Street facility. The purpose of the sampling was to evaluate the building’s air quality and dust composition subsequent to the World Trade Center tragedy.

Testing was performed from September 17®, 2001 through September 21”, 2001.

• Air samples were collected as part of building air quality evaluation and during clean up processes from the following floors; IO® floor MER, basement, I* 2" , 3'^'*, 4®, 5®, 6®, 7®, 8® and 9®. All samples collected were transported to an independent certified laboratory, EMSL Analytical, for analysis. Samples were analyzed utilizing Phase Contrast Microscopy (PCM) Methodology (Fiber Analysis of Air Samples viaNIOSH 7400, Revision 3, Issue 2, 8/15/94).

Based on the attached certificate of analysis, the final air quality samples collected on September 18® and 19®, indicate fiber counts are within the Occupational Safety & Health Administration (OSHA) Permissible Exposure Limit (PEL) of 0.1 free (fibers per cubic centimeter). Total of seventeen (17) air quality samples were collected.

Air samples collected during clean up phases were within New York State and City clearance criteria of <0.01 free. Total of sixty-six (66) samples were collected during clean up phases.

• Dust / Wipe Samples were collected from the following areas: 10® Floor exit to roof North side. Roof (north side & C. Tower), 9® floor, 7® floor, 3"* floor, 6® floor, 4® floor, 3'^'’ floor, 1” floor. Corridor and Lobby. Samples were collected from debris on the roof and dust/debris from the other locations. A total of fifteen (15) dust samples were collected.

All samples collected were transported to an independent certified laboratory, EMSL Analytical, for analysis. Samples were analyzed utilizing Polarized Light Microscopy (PLM) Methodology qualitative method.

All samples analyzed were tested no detected for the presence of asbestos. CTSI had performed dust sampling at other adjacent properties and had received mixed results. Samples from adjacent buildings reporting non detected under PLM method and re analyzed by TEM (Transmission Microscopy Method) indicated presence of asbestos fibers.
