RE: ENVIRONMENTAL SAMPLING SERVICES PERFORMED AT
111 BROADWAY, ENTIRE BUILDING, NEW YORK, NY
Dear Mr. Hoey:
On October 17th, 2001, Consulting and Testing Services, Inc. (CTSI) has performed air quality
sampling from various floors from the above referenced building.
Air samples were collected as part of building air quality/dust control evaluation from all floors.
All samples collected were transported to an independent certified laboratory, EMSL
Analytical, for analysis. Samples were analyzed utilizing Phase Contrast Microscopy (PCM)
• Methodology (Fiber Analysis of Air Samples via NIOSH 7400, Revision 3, Issue 2, 8/15/94).
Based on the attached certificate of analysis, the air quality samples collected on October 17th,
2001, indicate fiber counts are within the Occupational Safety & Health Administration
(OSHA) Permissible Exposure Limit (PEL) of 0.1 f/cc (fibers per cubic centimeter). A total of
twenty-two (22) air quality samples were collected.
Although all samples were below the OSHA PEL (<0.1 f/cc), some floors are above the NYC
clearance criteria of 0.01 f/cc. The NYC clearance criteria is based upon the above sampling
methodology. This methodology is typically used to screen for fibers. The method does not
indicate if the fibers are asbestos fibers. This means that cellulose, fiberglass, and other common
fibers are counted. When all fiber concentrations are below the clearance criteria, the proportion
of asbestos is not important. When the concentrations are above the clearance criteria, additional
analytical techniques are required to determine how many, if any, of the fibers found were
actually asbestos.
CTSI recommends the samples above 0.01 f/cc be reanalyzed by confirmatory Transmission
Electron Microscopy (TEM) methodology to determine if the fibers that were present were

•asbestos or non-asbestos. The following floors had results >0.01 f/cc: 21st, 20th, 9 , 8th, 6th,
and 3rd.
