Executive Summary
At the request of Mr. Kevin Hoey agent for CAPITAL PROPERTIES, Consulting &
Testing Services, Inc. (CTSI) performed environmental testing at 115 Broadway. The
purpose of the sampling was to evaluate the building's air quality and dust composition
subsequent to the World Trade Center tragedy.

Dust samples were collected on September 18``', 2001. Air samples were collected on

September 20th`, 2001 and continued to October 1 2001.
• Air samples were collected as part of building air quality/dust control evaluation
and during clean up processes from the following floors: Basement, ;Main Lobby,
14th,
Trinity Level, Ground, 2 nd, 3rd, 4th, 5th, 6`h, 7th, 8th, 9th, 10th, I I th, 12th, 13th,
15th, 16th, l7'h, 18th, 19th, 20th, 21", 22"d and rooftop. All samples collected were
transported to an independent certified laboratory, EMSL Analytical, for
analysis. Samples were analyzed utilizing Phase Contrast Microscopy (PCM)
Methodology (Fiber Analysis of Air Samples via NIOSH 7400, Revision 3, Issue
2, 8115/94).

Air samples collected at conclusion of clean up phases on September 27th, 28
and October 1s` were within New York State and City clearance criteria of <0.01
f/cc (fibers per cubic centimeter). Total of one hundred seventy four (174)
samples were collected during clean up phases. PIease see Section VI for
